Roy accidentally kicked his ball while walking in the woods which (since he wasn’t in the process of looking for his ball) under Rule 9.4b he gets a 1-stroke penalty for causing his ball to move. By further compounding his problem, Roy failed to replace his ball and played his next shot from a wrong place in breach of Rule 14.7a which incurs a general penalty of 2-strokes.

Here is where the rules get a little complicated. Logically, it would seem Roy would be penalized a total of 3 strokes. The last paragraph of 9.4b reads, “If a player is required to replace a moved ball under Rule 9.4b but fails to do so and plays from a wrong place, they get only the general penalty under Rule 14.7a.” The same quote is also stated in Rule 1.3c (4) Exception.
